TOGHN would like to send you the process, documents and procedures for exporting rice. Rice is our traditional export, the world’s third largest export after India and Thailand.
Not all enterprises can export rice, but before that they must be granted a certificate of eligibility for rice export business.
The Government has just issued Decree 107/2018/ND-CP on rice export business. Accordingly, from October 1, 2018, the conditions and procedures for rice export business changed quite a lot.

I, Conditions for rice export business
- There is at least one specialized warehouse for storing paddy and rice in accordance with national standards and technical regulations on paddy and rice storage promulgated by a competent authority in accordance with the Law on Standards and Regulations.
- There is at least 1 mill of rice and rice processing facility that conforms to national technical regulations and standards for storage, and establishments that grind, mill and process paddy and rice by the competent authority to promulgate according to the provisions of the Law on Standards and Technical Regulations.
Warehouses, facilities for milling and processing paddy and rice to meet the business conditions specified above may be owned by traders or leased by traders from other organizations or individuals with lease contracts in writing as prescribed by law with a minimum lease term of 5 years.
Traders with Certificates of eligibility for rice export business may not lease or sublease warehouses, mills, and rice processing establishments already declared to prove the satisfaction of business conditions in their Certificate application for other traders to use for the purpose of applying for the Certificate.
Traders that only export organic rice, parboiled rice, and rice fortified with micronutrients do not need to meet the business conditions specified above, export these types of rice without a certificate and are responsible for reporting according to regulations.
When carrying out export customs procedures, traders exporting organic rice, parboiled rice, and rice fortified with micronutrients without a Certificate only need to present the original or a certified copy to the Customs office of a competent agency or organization, a written certification and certification of a competent agency or organization or a certificate of rice inspection for export issued by an inspection organization in accordance with the law on rice products exported in accordance with the criteria and methods determined by the Ministry of Agriculture and Rural Development and the Ministry of Health.
Check rice export business conditions
Traders shall declare by themselves the application for the Certificate, take responsibility before law for the declared contents, the papers and documents in the application for the Certificate, and the satisfaction of rice export business conditions mentioned above.
The Department of Industry and Trade shall assume the prime responsibility for, and coordinate with the Department of Agriculture and Rural Development and relevant agencies in organizing post-inspection of warehouses, mills, rice and rice processing establishments to meet the conditions of rice export business in the trader’s area after the trader is granted the Certificate. Within 5 working days from the date of completion of the inspection, the Department of Industry and Trade shall report to the Ministry of Industry and Trade the inspection results in writing, propose measures to handle violations (if any) and enclose it with a written report on handling of violations.
According to the annual or irregular plan, the Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with relevant agencies in post-inspection of warehouses, mills, mills and rice and rice processing establishments to meet the conditions of rice export business in the trader’s area after the trader is granted the Certificate and the maintenance of meeting the rice export business conditions of the trader.
II, Registration of rice export contract
To register for a rice export contract, enterprises need to:
– Registration document for rice export contract with Vietnam Food Association
– The rice export contract is fully enclosed with affixed seal (copies attached with the original for comparison)
– Report on inventory, having a rice production of at least 50% of the amount of rice in the registered export contract
– Certificate of eligibility for rice export issued by the Ministry of Industry and Trade (copy)
After completing the above 2 steps, you will be eligible to carry out customs procedures for exporting rice. Customs procedures when exporting rice as normal goods, but importing countries often require the exporter to have more plant quarantine, analysis of ingredients (especially moisture), quality certification, fumigation paper or certificate of origin to enjoy tax incentives.
